In the name of the People, it is hereby proclaimed that from this day onwards Keep Rainehardt is declared to be officially reoccupied by the Peoples of Varonia and Mountaingate.

This is an occasion for momentous joy, for this keep has been un-garrisoned since the year 319, after which it was ruined by fire in the year 331.

Since then this symbol of our glorious past, this weapon set against the heart of the enemies of our people has lain dormant, waiting for new and brave blood to take up the challenge.

The City has nominated Peter and Sidhe as the first Wardens of Rainehardt Keep, for their great efforts in the service of our People and for their proven worth during the Battle of the Temple of Rukuth.

Let all worthy Citizens rejoice, and do their utmost for the success of this bold enterprise.

Any citizen in good standing may join the Provincial Militia. This entails both some duties and rights

1- The militia has a proper symbol and uniform
2- The militiaman has the right to run patrols and be rewarded for it
3- The militiaman has the duty to intervene in the defence of law and justice and uphold the law at every time
4- It is a most serious crime to perpetrate any crime, or assist in such, while being in the militia.
5- The member of the militia must at all times maintain a dignity of behaviour and presence. This includes but is not excluded to, not running in unseemly haste in the view of other citizens, assisting and informing when requested with utter politeness, and obeying one's superior officers.

In order find out how to join the militia, consult the appropriate proclamation by the Patrician of Varonia, which is freely available for your consultation in any public office, or in the library.

You will also gain public recognition through civic service, and your deeds will be remembered. This is not something to despise, as through that recognition you will be able to eventually obtain special recognition and honours, and open the way to public service and position. We encourage our citizens to be jealous of their glory. By the process of honest labour or trade one may obtain coin of the realm, but glory may only be obtained through the risk of one's life and limb.

Patrols

Only citizens registered in a unit can run patrols.
Doing a patrol is a simple though not always easy endeavour. To be done properly you are supposed to run the patrol with a colleague, who will accompany you and mirror your actions. The procedure is as follows: (it is assumed that your patrol colleague does exactly the same)

1- Go to your guardhouse and sign your name on the register
2- Go to a militia marker stone with the number 1 (I), wherever it is
3- Make your mark on it
4- Now follow to another marker stone, marked with 2 (II), and so on consecutively.
5- The patrols must be run in order of the stones. There are several patrol paths and if the member of the militia so wishes it he may alternate the markers, but the order of I - II - III - et coetera must be maintained.
6- The patrol finishes at a marker stone that is the end of that particular patrol. It is distinguished by a different coloration. Once you makes your mark in that stone, you must return to the register indicated in (1) in order to discharge your duty and receive your just reward.
7- After doing this you are ready to follow another patrol path.

It is hereby notified that the patrol paths are set in the following manner:
The credit for a patrol accumulates with time and is discharged each time a patrol makes its mark on the stone. There is a limit in time after which no more credits accumulate.
In general terms, a half-patrol (one militia member) does only one half patrol, and receives only half the reward.
If the patrol is executed with an interval of less than half the correct time (usually one hour) then it is called a half-patrol, and all the accumulated credit is discharged.
If more than half the time has passed, it is necessary to bring a full patrol (2 members) in order to completely discharge the markers.

The legal base for the Citizen's Charters of Arms, as currently implemented, consists of a set of measures that are intended to allow players to make their own units, control and explore terrain, defend an area and be of public service.

1- All units must be requested at the Office of the Patrician of Varonia, in writing, with a description of the unit, its purpose, its charter and any special needs it may have, such as a base.
2- All the prices described below can be partially or in the whole waived if the player has enough civic recognition. Citizens of particularly good renown should request an audience with the Patrician in order to best discuss their special case.
3- The basic price for a unit is of 20000 crowns.
4- The price for each patrol will be of 3000 crowns per marker of territory, with its positioning to be discussed with the Office of the Patrician of Varonia.
5- Despite this all charters contain a certain measure of public duties, which reflect the responsibility inherent to power in the civil society.
6- Disobedience to the law or failure to uphold one's designated duties will be cause for the dissolution of the unit, with forfeiture of all its property.


Citizens in good standing may also obtain the title and enjoyment to territory, under the conditions of safekeeping, application of justice and aid to the public, according to the ancient rules. Any such case must be discussed directly with the Patrician.

In the public eye those who strive by arms to defend the land and property of their fellow citizens are worthy of special consideration.
For this reason, and in order to encourage our Citizens to the exercise of arms and to promote greater justice in the treatment of our worthy defenders, the city has instituted a system of recognition and reward.

From now on, the city shall pay a bounty for the killing of selected creatures of evil. This bounty will be proportional to the importance of the creature killed.
To claim this bounty it is necessary to collect either the unique insignia used by that race, or specific parts of the body, and sign one's name at the specific register for that creature.
These registers are kept by a responsible member of the Guard and are to be found in any guardhouse.

1- Collect the insignia from the corpse
2- Take it to a guardhouse
3- Sign the appropriate register. Do not worry overmuch as the sentry shall not allow you to sign the wrong one.
4- Collect the gold.

For reasons of Public Justice,
It is hereby proclaimed that from this day onwards it will no longer be allowed for each citizen to own more than two houses.
The reasons for this measure are patent to all and its fairness is undeniable by any Citizen of public spirit and honourable intentions.

It is also deliberated that, for the convenience of the Citizens, there be a reasonable period in which to allow those Citizens who so wish it to exchange houses, in case they already own the maximum number allowed. In order to apply for this benefit all that needed is to express one's intentions to this Office, in writing, upon which a period of one week will be granted for this purpose.

Should the Citizen wish to transact some of his immobile property to another Citizen in good standing, it will be necessary to pay the Civic Duties which, by current standing, amount to 1/10th of the registered value of the property, as kept in the public register.

Should the Citizen require it, the City and the Public will retake his property for its registered price, as long as its value has not been devaluated by misuse or lack of maintenance. In order to benefit from this offer it is still necessary to pay the Civic duties relating to immobile property, as exposed in the above paragraph.

In the spirit of public information, the City Council informs all citizens that at present the Council has under consideration a proposal to implement property taxes.

City Hall of Varonia, year 943 after the Wall - 1

For reasons of State and the maintenance of order,
It is hereby proclaimed that from this day onwards both the City of Varonia and the City of Mountaingate shall sponsor and support a unit of Provincial Militia, for the following purposes:

· Provide protection and vigilance to the Cities and surrounding lands
· Give Citizens practice in the Exercise of Arms
· Provide training and initial military preparation
· Open positions of useful employment and prospects of Honourable advancement

Applicants to this Honourable position must be Citizens in good standing, of honourable intentions and irreproachable honesty, driven by a sense of duty and public service.

All Citizens are hereby requested to assist the Provincial Militia in every reasonable circumstance. To fail to do so is considered a breach of Citizenship. Service in the Provincial Militia is considered Public Service and therefore incurs in the same privileges, duties and restraints. We remind all citizens of the dread and aggravated consequences of abusing public office; and we reaffirm our firm commitment to rooting out and punishing any abuses.

The Provincial Militia shall have an established Guardhouse in each city, with other Guardhouses to be opened as circumstances warrant. A Lieutenant shall command each Guardhouse.
By this decree we also create the position of Captain of the Militia, a responsibility that shall be exerted by the Office of the Patrician of Varonia until a Captain is nominated.

Office of the Patrician of Varonia, year 938 after the Wall

For reasons of hygiene and the maintenance of order, It is hereby proclaimed that from this day onwards the following activities are forbidden:


1 - Cutting down the trees within the city limits.

2 - Slaughtering animals within city limits. The correct place is by the sea, at the old Harbours.

The Guard already has instructions on how to deal with these events.


The penalty is a fine, in the order of 2.000 to 10.000 crowns, depending on the Citizen's standing and record. Should there be a repetition of this unlawful behaviour, the fine will be aggravated and there will be a period of prison, redeemable by bail.
